1996: a stopgap opens
Pari-mutuel betting on horse racing was Ontario's first legal gaming activity. Lotteries brought competition in the 1970s, and casinos followed in the 1990s. Casinos were the newcomers of that decade. Casino Niagara opened its doors on December 9, 1996, the second casino to open in Ontario.
The plan behind it was short term. Casino Niagara was meant as a temporary facility, open until the Niagara Fallsview casino resort was finished. That resort was built at a cost of $1 billion. It opened to the public on June 10, 2004.
Casino Niagara did not close when Fallsview opened. The stopgap kept running beside Clifton Hill, under the same provincial system as the new resort. As of October 2026, both casinos are open around the clock.
Who runs it
In Ontario, OLG conducts and manages all casino gaming. Private service providers run each casino day to day under long-term operating agreements. The AGCO regulates and registers those operators. For Casino Niagara, the provider is Mohegan, which took over day-to-day operation on June 11, 2019. The agreement with OLG runs 21 years and covers Fallsview Casino Resort as well.
The two casinos also share a rewards program. Momentum, Mohegan's program, works at Casino Niagara and Fallsview alike. Membership is free at 19 or older. Cards are issued at Guest Services at either casino on presentation of government-issued photo ID.

Casino Niagara is open 24 hours a day, 7 days a week, including all holidays. Slots and electronic table games are always available. Live table games keep their own hours: noon to 3:45 a.m., daily. Holiday details for individual services should be checked on the casino's own site.
The poker room has 18 tables. Players can call (905) 353-7000 to get on the wait list. Calls are taken up to 90 minutes before arriving.
Beyond the tables, the floor holds more than 1,300 slot machines. The slots and electronic tables are the part of the casino that never closes. Sports betting is handled at the sportsbook in LEV2L Sportsbar.
